CARB’s Suggested Control Measure for AIM Coatings
Presenter: David Darling, vice president, ACA Health, Safety, and Environmental Affairs

This webinar will provide an update on the California Air Resources Board’s (CARB) development of a new Suggested Control Measure (SCM) for Architectural and Industrial Maintenance (AIM) coatings. Once complete, California Air Districts and the Ozone Transport Commission (OTC) states will utilize the SCM to implement lower volatile organic compound (VOC) regulations for AIM coatings; the SCM will also be utilized for development of Green Building standards. The webinar will review CARB’s current proposal, schedule for adoption, and key ACA advocacy efforts.

Sustainability Update

Big Data Update

China Low VOC Standard

This webinar will provide an overview of China’s National Low VOC Standard under development. This regulation is being developed by the Ministry of Ecology and Environment, and is expected to be completed by the end of 2019 and implemented in July 2020. This webinar will provide an update on PFAS risk assessment and strategy. Current concerns about PFAAs and their long-chain fluorinated carbons (PFOAs) in drinking water are gaining prominence across the country, with state regulation and monitoring initiatives proliferating. States have and are preparing to issue monitoring and remedial orders, and cost-recovery claims are expected to arise from state-directed sampling, remediation and water system treatment costs. The webinar will review uses of PFAS, and implications for ACA members on source identification and allocation of liability. The webinar will also address management of PFAS fire suppression wastes, and issues with non-PFAS product substitutes.

California’s Proposition 65 and OSHA Issues

This webinar will address California’s Proposition 65. The Safe Drinking Water and Toxic Enforcement Act of 1986, or Proposition 65, prohibits businesses from knowingly and intentionally exposing any individual to a chemical known to the state of California to cause cancer or reproductive harm without first providing a “clear and reasonable” warning. Proposition 65 has created unique compliance challenges for companies located in and outside of California, and has raised new questions given recent amendments that went into effect in August 2018. The webinar will review Proposition 65’s legal background, an overview of the warning requirement, recent amendments to the warning requirement for consumer product, environmental and occupational exposures, product stewardship obligations for manufacturers, and enforcement trends.

Exempt Compounds Update

This webinar will address exempt volatile organic compounds (VOCs) that are used in coatings. U.S. EPA has exempted many VOCs it has determined have negligible photochemical reactivity and therefore do not contribute to the formation of ground-level ozone. The benefit of exempt compounds is that they do not have to be counted towards the VOC content of a coatings product. The webinar will provide a status update on exempt VOCs used in coatings, address possible alternatives, and address the status of TBAC and PCBTF in several California Air Quality Management Districts.
