The Texas Paint Council is managed by Phil Cates of Texas Stakeholders, who serves as executive director and represents the council before the state legislature and regulatory agencies.
Policy is made by the general membership, which meets several times a year.
The council is chaired by Pamela Clark, secretary-treasurer of Preservo Paint & Coatings Mfg. Co.
