SCAQMD Rule 1113 Architectural Coatings

Course Description

This Virtual Learning Conference will review the numerous amendments to Rule 1113 approved by the South Coast Air Quality Management District's (AQMD) Governing Board on June 3, 2011. Amendments included but not limited to: 1) VOC limits for colorants; 2) Lower VOC limits for 11 coatings categories; 3) Changes to the small container exemption (one liter, anti-bundling, labeling); 4) General prohibition against certain exempt solvents; 5) VOC labeling changes; 6) Rules changes regarding sanding sealers, metallic pigmented coatings and pigmented lacquers; and 7) Averaging provision changes, changes to the Architectural Coatings Website (advisory notices and tools).

Target Audience

The target audience is primarily coatings manufacturers, however the audience could also include anyone subject to Rule 1113. Rule 1113 is applicable to any person who supplies, sells, markets, offers for sale, or manufactures any architectural coating in the District that is intended to be field applied to stationary structures or their appurtenances, and to fields and lawns; as well as any person who applies, stores at a worksite, or solicits the application of any architectural coatings within the District.

Course Instructor

Heather Farr has worked for the South Coast Air Quality Management District since 2002 where her responsibilities have included rule development, laboratory analysis and method development. In her current position as an Air Quality Specialist in the Planning, Rule Development, and Areas Sources department, she is responsible for implementation, interpretation and development of many Area Source Rules including Rule 1113 - Architectural Coatings and Rule 314 - Fees for Architectural Coatings.

Heather holds a Bachelor's Degree in Chemistry and Chemical Oceanography from the University of Rhode Island. She is a member of SSPC and ASTM.
