Manufacturers of miscellaneous industrial adhesives face the daunting task of complying with a challenging set of state and local air district rules across the country. In California, industrial adhesives are regulated by the local air districts and not by California’s Air Resources Board (CARB). The most stringent rule is in the South Coast Air Quality Management District (SCAQMD) and many of the remaining 38 air districts in California have copied SCAQMD Rule 1168. Across the rest of the country, industrial adhesives regulations have been adopted at the state level and the local level for those areas that are designated as “non-attainment.”
